Panama Reaffirms Strong Support for Morocco’s Autonomy Plan as Sole Solution to Sahara Issue, Backs UN Resolution 2797

RABAT — The Republic of Panama reaffirmed on Friday in Rabat its longstanding and unwavering support for the autonomy plan under Moroccan sovereignty as the sole viable solution to the Moroccan Sahara issue, while also expressing full support for United Nations Security Council Resolution 2797.

The position was reiterated by Panama’s Vice Minister of Foreign Affairs, Carlos Arturo Hoyos Boyd, during an official working visit to Morocco following talks with Morocco’s Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Nasser Bourita.

The Panamanian official emphasized that Panama views Morocco’s autonomy initiative as the only serious, credible, and realistic basis for achieving a lasting political solution to the regional dispute, within the framework of the United Nations-led political process and in full respect of the sovereignty and territorial integrity of the Kingdom of Morocco.

In this context, Hoyos Boyd underlined that the Embassy of the Republic of Panama in Morocco fully exercises its consular jurisdiction across the entire Moroccan territory, including the Kingdom’s Southern Provinces — a move reflecting Panama’s clear recognition of Morocco’s sovereignty over the region.

The Panamanian Vice Minister further reaffirmed his country’s support for the Moroccan Autonomy Proposal in line with UN Security Council Resolution 2797, which continues to encourage a realistic, pragmatic, and lasting political solution based on compromise.

He also expressed Panama’s full backing for the efforts of the United Nations Secretary-General and his Personal Envoy aimed at facilitating the political process and advancing negotiations on the basis of Morocco’s autonomy initiative in order to reach a just, durable, and mutually acceptable solution for all parties involved.

Panama’s renewed support adds to the growing international momentum backing Morocco’s autonomy plan, widely regarded by many countries as the most credible path toward regional stability and sustainable resolution of the Sahara issue.
