- Rabat Hosts Continental Forum Showcasing Morocco’s Leadership in Democratic Governance
RABAT – Morocco has reaffirmed its growing leadership role within the African Union by hosting the fifth edition of the African Union Election Observation Training Cycle, a major continental initiative dedicated to strengthening democratic institutions, electoral credibility, and political stability across Africa.
Speaking at the opening ceremony in Rabat, Nasser Bourita emphasized that inclusive electoral systems are essential to the legitimacy and success of democratic processes.
Morocco Champions Inclusive Elections Across Africa
Minister Bourita stated that elections become stronger and more credible when they represent the full diversity of society. He underlined the vital importance of the participation of women, youth, and persons with disabilities, describing their inclusion as a democratic necessity rather than a symbolic gesture.
He noted that societies prosper when every citizen has a voice, adding that inclusion enhances both trust in institutions and the quality of governance.
Strategic Morocco–African Union Partnership Delivers Results
The training cycle, organized in partnership with African Union and co-chaired by Bankolé Adeoye, reflects the success of Morocco’s long-term cooperation with continental institutions.
Bourita described the initiative as a mature and forward-looking partnership designed to build resilient democracies led by African expertise and African solutions.
Nearly 400 Election Observers Trained in Rabat
Since its launch, the Rabat-based program has trained nearly 400 election observers from 53 African countries, making Morocco a key center for democratic capacity-building on the continent.
The initiative has also become a model for inclusion:
- 65% of participants are women
- 85% are young professionals
- Representatives come from every region of Africa
These figures highlight Morocco’s commitment to empowering the next generation of African democratic leaders.
Morocco Leads Africa’s Response to Digital Electoral Challenges
Minister Bourita also addressed emerging threats to democratic systems, warning about the growing risks posed by deepfakes, algorithm-driven misinformation, and the misuse of artificial intelligence during elections.
He stressed that modern election observers must be equipped with advanced skills and digital tools to safeguard transparency and public trust.
Rabat as a Hub for Africa’s Democratic Future
The event also featured a high-level seminar on democracy and elections in Africa, organized with Policy Center for the New South. Discussions focused on how digital transformation is reshaping governance and how African youth can help develop ethical AI solutions for political systems.
