UN Chief Appoints Bangladesh’s Rabab Fatima as New Head of UN Mission in Afghanistan

UNITED NATIONS: United Nations Secretary-General António Guterres on Wednesday appointed veteran Bangladeshi diplomat Rabab Fatima as the new Special Representative for Afghanistan and Head of the United Nations Assistance Mission in Afghanistan (UNAMA).

The appointment places one of Bangladesh’s most experienced diplomats at the helm of the UN’s political mission in Afghanistan at a critical time, as the country continues to grapple with humanitarian, political and human rights challenges under Taliban rule.

Three Decades of Diplomatic and International Leadership

Rabab Fatima brings more than 30 years of distinguished experience in diplomacy, international cooperation and public service. She has served in several diplomatic postings before representing Bangladesh as its Permanent Representative to the United Nations.

She currently serves as the United Nations High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (OHRLLS).

Announcing the appointment, the office of the UN Secretary-General said Fatima possesses extensive expertise in bilateral and multilateral diplomacy, policy formulation, advocacy, programme planning and implementation.

“Ms. Fatima brings to the position over 30 years of experience in national and international civil service, encompassing bilateral and multilateral diplomacy, policymaking, advocacy, programme planning and implementation,” the Secretary-General’s spokesperson said in a statement.

Succeeds Georgette Gagnon

Fatima succeeds Georgette Gagnon of Canada, who had been serving as Acting Head of UNAMA in her capacity as the mission’s Deputy Special Representative.

Her appointment comes as the United Nations continues its efforts to address Afghanistan’s worsening humanitarian situation while maintaining engagement with the country’s de facto authorities.

UNAMA’s Critical Role in Afghanistan

Established in 2002, the United Nations Assistance Mission in Afghanistan (UNAMA) remains the UN’s principal political mission in the country.

Since the Taliban returned to power in August 2021, UNAMA has played a vital role in coordinating humanitarian assistance, facilitating political dialogue, supporting peace and stability efforts, and monitoring the human rights situation across Afghanistan.

Security Council Renews Mission Mandate

In June, the UN Security Council renewed UNAMA’s mandate for another year, reaffirming the mission’s importance despite reservations expressed by the United States regarding certain aspects of its objectives and operational approach.

Under Rabab Fatima’s leadership, UNAMA is expected to continue supporting humanitarian operations, promoting dialogue with Afghan stakeholders and the international community, and advocating for the protection of human rights as Afghanistan faces ongoing political and economic challenges.
