Russia and Ukraine Honour Humanitarian Commitments Ahead of Localised Ceasefire in Alyoshki

  • Moscow Says Both Sides Are Fulfilling Agreed Arrangements for Humanitarian Mission in Kherson Region

MOSCOW: Russian Human Rights Commissioner Yana Lantratova has said that Russia and Ukraine are honouring their respective commitments under arrangements for a humanitarian mission in Alyoshki, a city in the Kherson Region, as efforts continue to facilitate the delivery of humanitarian assistance and the safe evacuation of civilians.

In a statement published on the Max messaging platform, Lantratova said she had previously discussed and coordinated the details of the proposed humanitarian mission with Ukrainian Human Rights Commissioner Dmytro Lubinets.

“Everything is proceeding in accordance with the arrangements that have been agreed. Both sides are fulfilling their commitments,” she said.

Humanitarian Situation Described as Critical

The planned operation comes amid reports of a deteriorating humanitarian situation in Alyoshki. On September 21, Kremlin spokesman Dmitry Peskov described conditions in the city as critical, saying that the delivery of food and medicines had been obstructed by Ukrainian shelling and drone attacks.

On October 19, Ruslan Khomenko, head of the district, claimed that Ukrainian forces had carried out more than 1,200 artillery and drone strikes against Alyoshki over the preceding week.

The reported conditions have heightened concerns about the safety and welfare of civilians and the urgent need to facilitate humanitarian assistance.

White House Announces Localised Ceasefire for Humanitarian Access

The White House has announced an agreement for a localised ceasefire between Russia and Ukraine in Alyoshki, intended to enable humanitarian aid deliveries and preparations for civilian evacuation through a designated safe passageway.

According to the announcement, the ceasefire is scheduled to take effect on October 29. An independent US media organisation is expected to assist with and document the actions of both sides during the operation.

The initiative is intended to create conditions for humanitarian assistance to reach affected residents and for civilians to be evacuated safely from the area.

Russian Military Announces Separate Ceasefire Arrangements

Separately, Chief of the General Staff of the Russian Armed Forces Valery Gerasimov announced that Russian forces would enforce a localised ceasefire in the Kherson direction at 4:00 a.m. Moscow time (1:00 a.m. GMT) on October 27 to facilitate a humanitarian operation near Alyoshki.

The announced arrangements underscore the importance of coordination between the parties to ensure that humanitarian personnel can operate safely and that civilians receive essential assistance.

Humanitarian Efforts Remain a Key Priority

The proposed operation represents an effort to establish a limited humanitarian pause amid continuing hostilities. Its success will depend on the implementation of agreed arrangements, the safety of humanitarian activities and the ability of both sides to facilitate civilian movement through the designated passageway.

While the planned ceasefire is limited in scope, it could provide an opportunity to deliver essential supplies and assist civilians affected by the conflict in the Kherson Region.
