Federal Minister for National Food Security and Research Rana Tanveer Hussain convened a high-level policy dialogue with Mr. Nikita Buzanov, representative of Russia’s Ministry of Economic Development, on August 10, 2026, to chart a roadmap for enhanced bilateral collaboration across Pakistan’s agriculture and livestock sectors.
Strategic Priority on Food Security
Opening the deliberations, Minister Hussain underscored Pakistan’s commitment to deepening ties with the Russian Federation, emphasising the imperative of translating diplomatic goodwill into tangible, sectoral outcomes. He reiterated that agriculture remains a cornerstone of bilateral engagement, particularly given its direct bearing on national food security and rural livelihoods.
Mechanisation and Modern Inputs at the Forefront
The Minister identified access to advanced, cost-effective agricultural machinery as a critical enabler for raising farm productivity, reducing post-harvest losses, and accelerating mechanisation. He formally conveyed Pakistan’s interest in sourcing modern equipment and associated technologies from Russian manufacturers. In parallel, he stressed the urgency of ensuring the timely, affordable availability of high-quality fertilisers and pesticides—areas where expanded Russian cooperation could yield immediate productivity gains.
Livestock and Animal Health Cooperation
Turning to the livestock sector, Rana Tanveer Hussain called for strengthened collaboration in animal health, particularly through the procurement of quality vaccines and the adoption of modern disease-prevention technologies. He noted that robust veterinary services and biosecurity measures are essential for boosting livestock output and safeguarding the economic wellbeing of smallholder farmers.
Institutional and Private-Sector Engagement
The Federal Minister urged both governments to foster greater interaction between relevant institutions and private-sector actors, with a view to identifying bankable projects and mutually beneficial trade flows. He directed Pakistani authorities to conduct a thorough needs assessment and facilitate structured engagement with Russian counterparts.
Russia’s Readiness and Commitment
In response, Mr. Buzanov affirmed Russia’s strong interest in expanding its agricultural footprint in Pakistan. He confirmed that Russian companies and research institutions stand ready to explore commercial and technical partnerships covering farm machinery, crop protection products, and veterinary biologics. He also highlighted the potential to boost bilateral agri-trade and strengthen institutional linkages through joint working groups and knowledge-exchange mechanisms.

Both sides welcomed the constructive exchange and agreed to maintain consultative momentum. The meeting concluded with a mutual commitment to develop actionable cooperation frameworks, with initial focus areas including input supply chains, technology transfer, and capacity-building in animal health.
