Japan Fortifies Grassroots Development in Pakistan with Strategic Infrastructure and Healthcare Investments

ISLAMABAD, PAKISTAN – February 3, 2026 – Demonstrating a steadfast commitment to human security and sustainable development, the Government of Japan today formalized a significant grant assistance package totaling USD 85,429 (approximately PKR 23.9 million) for two pivotal community projects in Pakistan. The grants were awarded under Japan’s Grant Assistance for Grassroots Human Security Projects (GGP) Program.

Investing in Life-Saving Maternal and Child Healthcare

A grant of USD 55,230 (approx. PKR 15.5 million) has been allocated to the Bin Qutab Foundation for the construction and equipping of a dedicated Maternal and Child Healthcare Center at Begum Noor Memorial Hospital in rural District Chakwal, Punjab. This modern facility will provide integrated, 24-hour services including safe delivery, emergency obstetric care, and comprehensive neonatal support. By offering subsidized care and promoting family planning awareness, the center is projected to serve over 10,000 patients annually, directly combating maternal and infant mortality and strengthening the region’s primary healthcare infrastructure.

Enhancing Rural Prosperity through Critical Infrastructure

A grant of USD 30,199 (approx. PKR 8.4 million) has been awarded to the Saibaan Development Organization for the improvement of a vital link road in Village Makrriha, District Mansehra, Khyber Pakhtunkhwa. The project encompasses road paving and the construction of protective retaining walls, designed to ensure all-weather access and enhance safety for residents. This upgraded connectivity is expected to benefit over 2,400 direct beneficiaries, alongside thousands more in adjacent communities, by facilitating reliable access to markets, healthcare facilities, and educational institutions, thereby catalyzing local economic and social development.

At the signing ceremony, Ambassador AKAMATSU underscored the strategic philosophy behind Japan’s assistance. “For decades, Japan has stood alongside Pakistan as a partner in progress, focusing on fundamental human needs,” stated Ambassador Akamatsu. “The GGP Program embodies our belief in direct, community-driven development through capable local partners. These projects in healthcare and infrastructure lay the essential groundwork for human security and sustainable growth—principles borne from Japan’s own development experience.”

The Ambassador further affirmed Japan’s enduring commitment: “As a longstanding friend, Japan will continue to empower local organizations across Pakistan. Our goal remains unambiguous: to tangibly improve the well-being and daily lives of people at the grassroots level, building a more secure and prosperous future for all.”
