My Dear Citizens, My Faithful People,

Morocco – Rabat, 31/10/2025: Today, we stand at the dawn of a new and historic chapter for our nation. After fifty years of unwavering dedication, profound sacrifice, and by the Grace of the Almighty, we are now closing the book on a fabricated conflict. We are definitively consolidating the Moroccanness of our Sahara through a consensual solution, anchored in our Autonomy Initiative.

It is a profound source of pride that this transformative moment coincides with two sacred milestones: the 50th anniversary of the epic Green March and the 70th anniversary of our nation’s independence. This confluence is no mere coincidence; it is a divine sign, affirming the righteousness of our path.

I wish to share with you today my deep satisfaction with the recent resolution adopted by the United Nations Security Council. This resolution marks a pivotal juncture—a crucial turning point in the modern history of the Kingdom. Let it be known that there is an era before October 31, 2025, and a new, resplendent era that begins today. The time has come for a unified Morocco—from Tangier to Lagouira—to rise, its historical rights and territorial integrity inviolable and respected by all.

As I have stated before, on the matter of our territorial integrity, we have transitioned from a phase of diligent management to one of transformative action. The strategic momentum we have cultivated in recent years is now yielding fruit on all fronts.

Today, a significant majority of United Nations member states recognize our Autonomy Initiative as the sole credible framework for a resolution. Furthermore, the world’s major economic powers—including the United States, France, the United Kingdom, Russia, Spain, and the European Union—have affirmed the Kingdom’s economic sovereignty over its southern provinces, paving the way for unprecedented investment and trade.

This international consensus transforms our southern provinces into a beacon of development and stability, positioning them as a pivotal economic hub for the entire region, including the Sahel and the Sahara.

By the Grace of God, we now enter a decisive phase. The Security Council resolution has established the principles for a final political solution, founded upon Morocco’s legitimate rights. In accordance with this resolution, Morocco will refine and elaborate its Autonomy Initiative, presenting it to the United Nations as the exclusive and viable basis for negotiation.

I take this opportunity to extend my profound gratitude to all nations whose constructive stances and tireless efforts have been instrumental in this achievement. My particular appreciation goes to the United States of America, under the leadership of our friend, President Donald Trump, whose resolve helped pave the way for this settlement. I also thank our friends in Britain, Spain, and France for their pivotal roles. My sincere thanks extend to our Arab and African sister nations, and to all countries across the globe who have stood with legitimacy and supported our Autonomy Initiative.

Despite these positive developments, Morocco’s stance remains one of wisdom and magnanimity. We seek not a victory of one over another, but a solution that preserves the dignity of all. We will not exploit this moment to fuel conflict, but to build reconciliation.

Therefore, I extend a heartfelt and sincere appeal to our brothers and sisters in the Tindouf camps: seize this historic opportunity. Return to the embrace of your homeland, reunite with your families, and embrace the promise of the Autonomy Initiative. It is a framework that empowers you to manage your local affairs, develop your region, and build your future within a unified, sovereign Morocco.

As your King, and as the guarantor of the rights and freedoms of all citizens, I solemnly affirm that all Moroccans are equal. There shall be no distinction between those who return to the homeland and their brothers and sisters who never left.

In a spirit of fraternity, I also call upon my brother, His Excellency President Abdelmajid Tebboune of Algeria, to join me in opening a new page. Let us engage in a sincere and direct dialogue to overcome past differences and construct a new relationship, forged from the bonds of trust, brotherhood, and good neighborliness. I reiterate my unwavering commitment to revitalizing the Maghreb Union, founded on mutual respect and integration among its five member states.

The comprehensive development, security, and stability that bless our southern provinces are the direct fruit of the sacrifices made by every Moroccan. I express my immense pride and profound appreciation to all my loyal subjects, and especially to the steadfast inhabitants of our southern

provinces, whose allegiance to our nation’s sacred values and territorial unity has been unshakeable.

I commend the relentless efforts of our official, party, and parliamentary diplomacy, which have worked tirelessly alongside our national institutions to bring this cause to its rightful conclusion.

As we commemorate the glorious Green March, I recall with deep reverence and gratitude the immense sacrifices of the Royal Armed Forces, and all members of our security services and their families. For fifty years, they have stood as the nation’s shield, defending our unity and preserving our peace.

Let us bow our heads in prayer for the pure soul of the architect of this epic, my revered father, His Majesty King Hassan II—may God envelop him in His mercy—and for all the righteous martyrs of our nation.
