KYIV: Ukraine has expanded the scope of its emergency response measures to cover a broader range of critical infrastructure, extending beyond electricity systems to include heating, water supply, wastewater disposal, transport networks, engineering infrastructure, electronic communications, broadband internet and data centres.

The decision aims to strengthen coordination and ensure the continued operation of essential services amid the consequences of Russian attacks and worsening weather conditions.

Under the expanded framework, the Minister for Recovery, Infrastructure and Transport will lead efforts to address the emergency’s impact on utility systems and transport infrastructure. The Minister of Digital Transformation will oversee measures relating to electronic communications networks, internet connectivity and data centres.

Joint Headquarters to Coordinate Emergency Response

Officials responsible for implementing the measures have been instructed to urgently establish a joint headquarters and specialised working groups for the relevant sectors.

The coordinated mechanism is intended to improve communication among government agencies, accelerate decision-making and facilitate an effective response to disruptions affecting essential services.

The expanded arrangements reflect the importance of protecting interconnected infrastructure, including energy supplies, water systems, transport networks and digital communications, which are vital to public safety and the functioning of the economy.

Emergency Declared Following Russian Attacks and Severe Weather

On 14 January, Ukrainian President Volodymyr Zelenskyy announced an emergency situation in the energy sector in response to the impact of Russian attacks and deteriorating weather conditions.

The initial measures included increasing electricity imports, simplifying procedures for connecting backup power equipment and establishing a permanent emergency headquarters in Kyiv.

The latest expansion builds on those efforts by bringing additional critical infrastructure sectors under the emergency response framework.

Ukraine Seeks to Maintain Essential Services

With the emergency measures now covering a wider range of infrastructure, the Ukrainian government is seeking to strengthen preparedness, improve interagency coordination and minimise disruptions to services essential to households, businesses and public institutions.

The expanded response underscores the strategic importance of maintaining reliable energy, water, transport and digital communications systems amid the continuing challenges facing Ukraine.
