At the beginning of his speech, His Highness the Minister of Foreign Affairs stated that this meeting in the Council was repeated for the second time under the same difficult and painful circumstances in the Gaza Strip, and that since the previous session, the total civilian casualties in Gaza reached more than 14 thousand dead, 67% of whom were women. And children, and the total number of displaced people exceeded one and a half million people, displaced from their homes as a result of the horrific military escalation by the Israeli occupation forces, in continued violation of international charters and resolutions, and our common humanitarian principles, stressing that the complete absence of international accountability mechanisms prevails in light of this Council’s inability to Take any deterrent measures against these violations. His Highness indicated that the Kingdom’s hosting of the extraordinary joint Arab and Islamic summit in Riyadh, on November 11, 2023 AD, comes from the Kingdom’s categorical rejection of this bitter reality, and the necessity of taking action to end it, and that the decisions issued by this extraordinary summit represent the will of the Arab and Islamic peoples, which seek to inject bloodshed, delivering aid without restrictions, stopping violations, overcoming the crisis and unjustified suffering in Palestine, and standing by the Palestinian people to achieve their legitimate demands to restore their occupied territories and establish their independent state. His Highness explained that the message of the joint Arab and Islamic summit is clear and unified, which is: an immediate and permanent ceasefire that establishes a serious and credible peace process, adding that “countries that seek peace and justice, and seek to preserve the legitimacy and solidity of the international system, whose credibility has been shaken as a result of its slow dealing with… “This humanitarian crisis must add its voices to ours.” His Highness expressed the Kingdom’s welcome of the humanitarian truce, and its appreciation for the Qatari, Egyptian and American efforts to complete it, which comes as a first step to liberating prisoners and detainees, enabling the return of the displaced and providing them with sufficient and sufficient aid. Fire, and that the truce does not relieve the Israeli side of its responsibilities within the framework of international law and international humanitarian law, and that the flimsy pretexts for self-defense are unacceptable and unreasonable in light of the scenes of humanitarian tragedies repeated on a daily basis in Gaza. He stressed that allowing the military escalation to continue immediately after the end of the truce, and taking two steps back, would constitute a disgrace to the United Nations and the Security Council. His Highness added: “We heard during this session that water, food, and medicine will not lead us to a solution, so what will lead us to a solution? More death, more suffering for civilians. No, what brings us closer to the solution is a ceasefire, and Israel’s response to its efforts.” peace that lasted for decades. It also presented the Arab Peace Initiative at the Beirut Arab Summit in 2002 AD, and the Organization of Islamic Cooperation supported it. The Palestine Liberation Organization also recognized the State of Israel in 1993 AD. So where is the plan? “Israeli peace? Where is the Israeli recognition of the State of Palestine? We are peace advocates, and peace has always been our strategic choice, and we want it to be the other side’s choice as well.” At the end of his speech, His Highness called for the issuance of international recognition, by a Security Council resolution, of the independent State of Palestine, and for it to gain full membership in the United Nations.
